Afraid not. I know it sounds strange because
AFAIK these 'Episodes' will probably require you to have HL2 as it is (don't quote me; I think I've read it more than once but nothing official that I can think of) for the Source engine, but I do know (at least this much) for sure that Ep. 1 and subsequent 'installments' will have to be purchased, either over Steam or via retail outlets. The price I've heard quoted ranges between $20 (like DOD:S retail) and up to $30 Cdn., and while you can make up your own mind about whether or not it's worth it to you, I'm comfortable with that. If it was $50-$60 (say, like a full version of Battle for Middle-Earth 2) I'd have a problem with it, but if it's going to be like DOD:S for $20-$25 I think it's reasonable.
If it was only going to be released through Steam (as I recall was the first release plan, or at least a potential one) I'd be much less understanding.
