How can I crank up the map download speed?

hi everyone. first time posting.

the map download speeds are incredibly slow on our server. we have it pointed/redirected to my ftp site that downloads maps for our Call of Duty UO server at speeds of up to 600k (i've personally seen it higher). anyway...we have tried everything, and are still looking into it, but can someone tell me what i need to do to our config file to get downloads at speeds that are close to what we get on CoD UO? or at least out of the 'i'll be back after this downloads' range? it impacts our traffic and sort of kills the interest sometimes. thanks sooo much.

bty: our 'group' was founded in CoD UO but now most of us play HL2 Deathmatch...we have a blast. thanks again so much for any help.

mabey SV_rate?

Its the max rate at which a server can send data if im not mistaken.
