ok i played Highway 17 map and when you look through the telescope and the gman i put ai_disable and flew with noclip across the lake to see who he talks to and here it is....

yeah, i saw the telescope and i wondered if i was seeing the Colonel...

i think this has been posted alreaady, plus it is in all the walkthroughds out there

(i ddint use one, beat it onmy own, walkthroughs are fpr pussies they are the easy way out)
