No, that is not their intention at all. They merely wanted to give this prequel a different look because it deals in a time where augmentations were just in their infancy, and thus the struggle between right and wrong in doing so. I have read and watched GameSpot's text and video interviews and they describe how they wanted not only to keep the Cyberpunk feel, but emphasize it with metaphors drawing parallels to the early stages of man exploring human anatomy, such as Davinci's drawings from the Renaissance period.

You have to keep in mind that this being the beginning of the era of augmentations, would be a lot like the dawn of our recent golden internet age, where the .coms flourished then fell. So there won't likely be as much dystopia, but you'll clearly see the beginning of it where big corporations are rising to power and people are rebelling against their use of scientific advances. IMO everything seems to fit in look, feel and story so far, but of course it's too soon to judge the overal package.

In Deus Ex Human Revolution, they have the potential to in fact epitomize what Cyberpunk is all about, and I think that is ultimately what they're going for here. Players new to the series will be drawn in too because this installment is basically where the story starts. It is definitely going to deal with the struggle between cybernetics and the greed and polarization it causes between the rich and the poor in a near future society trying desperately to keep up with technology, fight against it, or become a victim of it.

Don't be fooled by the screenshots. They've only shown near future Shanghai and Detroit and militaristic battles so far, but they do say there will be hacking into corporate locales and slum environments left desolate by the poverty corporate greed leaves in it's wake. There will be lots of hacking possibilities, not just militaristic battles.

Check out these interviews, they both mention how they want to keep the Cyberpunk feel, but with a different atmosphere:

FINALLY! NEWS!
At first when I saw Square Enix I was like, "oh fuck..." Then I remembered, this is Deus Ex. It has to be on PC...

I hope they make it much more open-ended than Invisible War (I never tried the first so I don't know about how open it was). Allowing mods in today's generation would be a bonus as well.

March 2011.... Its going to feel longer now that I know its releasing at that date.

P.S. I also feel its taking a more Mass Effect approach now. Or maybe its just the trailer, I mean even the background music sounds something like its from a ME soundtrack. Or maybe Mass Effect became a good role model.

Or maybe Mass Effect took a few pointer from the original?

Deus Ex was a nice game, but I don't think it had any particular graphical style to it, mostly due to the simple graphics that were popular when it was created.

Maybe both games have another common denominator. Likely some obsuce Japanese sci-fi anime :)

Sounds about right, judging from a quick google image search. Both games feature less boobs though - as always the Japanese are well ahead of us.

Somehow I feel like you're implying the common denominator = Cyborgs or the protanganist having mechanical augmentations.

I felt the common denominator was more of a, vigilante looking over the sky scraper kind of atmosphere. Like you're the only one who can make a difference kind of atmosphere. Plus the way they narrate the trailers.

I hope streets are properly populated now. As in, distinct differences in number of people on streets and alleys. Also, non-limited merchants, I hated how the Omar in IW was limited.

EDIT: Also, is that how newscasters dress in the future? If so, then take me to 2027, I'm liking what I see.

I just noticed that in the DE3 trailer the style (architecture, colours etc.) was reminiscent of Mass Effect and Blade Runner. There are of course a few more similarities as both games play in the future.
