I want to get it for console because im running low on memory and i'm going to be getting some PC games in the future (such as the witcher, yadda yadda yadda) and i heard this game takes up 12 gb's? So What are the TECHNICAL differences between the game?

Don't know, does the fact that you can only install it five times and that you need internet connection to install and uninstall count as a technical difference?

I thought as long as you uninstalled it while your online, you got your install back?

No, anyone who thinks that is thinking too optimisticaly.
Your only allowed a a certain number of reinstalls, which is why i have a problem with any games like that, because i tend to uninstall and reinstall games quite alot due to space problems.
