They may've compressed the data. At least that's what it seems like with respect to the folder's small size.
From what I've read, and I'll have to disagree with Serio here, the PC version is the smoother and easier to use of them. The Dunia engine can be easily scaled on the PC (of course, as with any games, some computers for whatever reason will not run it well even if they meet specs), and the map-maker on the PC, I believe, has more potential alongside the modding that is present for the computer.
I've also read that while the PC can do quicksaves, the console can not. There's already bene some complaints waged against the time the player must spend travelling, so this might persent issues for you as you would have to go back to your safehouse(s) in order to save.
My friend works in a Gamespot and the store managers got copies early. He got a 360 copy and he said he liked it, but said that he would rather use the PC map maker as well as the convenience of saving on the PC.
The consoles also have memory limitations, which the PC doesn't have to bother with.
Only issue with the PC version as far as I can see is the cursed DRM to "combat" piracy (never mind how games like Fallout have already been pirated onto the Xbox).
