help finding a PC game

I need help finding an old PC game that I used to play a lot. Sadly I forgot the name of it :-/

The game is 2D and consists of starting a mini-colony, and controlling little people and running around collecting resources and making castles and wells and also weapons and cannons. You could make hot-air balloons and fly around in the air, and there were many different elements that took effect in the game, like water, oil, acid, along with other things. One thing i remembered the most about the game was how easily your colony could get completely flooded with water which would cause you to move somwhere else :-/. You could also play it multiplayer if you paid em 10 dollars or something like that... if anyone has any idea what im talking about, please tell me the name of it and I will be very happy

its a freeware/shareware game, and i forget the title of it. and it isnt civilization

It could be an old version of populous or the settlers, Just a guess though.
