Well there are probably quite a few, For one thing any game that was originally designed for the console and then re-designed to run on a pc as most of the time the developers dont put enough effort into making it run smoothly on the pc. A great example would be one called "Cold Fear" which was so bad i took it back.

The X series games were quite clumsy controls also, In my opinion at least anyway.
They improved some areas like mouse flight control but made some areas worse (like the menu system, a large proportion of the hotkeys don't work). Since it does have some quite large improvements in some areas over X2 I don't think it deserves worst game title.
Gothic 3 and M2:TW have some pretty big problems but again, as they're better than offerings released just longer than a year ago (Oblivion and RTW respectively) it seems unfair to give it to them as they're improvements.
What about dragonshard? That was a pretty bad game and is still lying on my desk unfinished. Was that released this year?
