How terribly incorrect. I don't know what dictionary you've been reading but balance does not equal homogeneous.
It would be entirely feasible (and expected) to make sure that each unit/god/spell has various strengths and weaknesses. Now, just because things are balanced does not mean everything is the same.
Let's look at Persephone's Druids (level 1 melee). They really can't take the hits (without using their special ability) and they're about mediocre for damage but they're pretty fast and once that lifeshield is activated they're a pain to kill. Now let's look at Scythes (Charnel's level 1 melee). Good damage, mediocre speed, low health.
Are these two units balanced, in general and in respect to eachother? Yes.
Are they effectively the same unit? No.
