No, I don't believe you can, not even with editing the ini files. I could be wrong, though. I was proven wrong with the skin color question, so I am most likely wrong with this, though.

I think you can only change the colour of the HUD... But not the crosshairs...

Yes, you can change the color of the HUD.

I just remembered something, it must be possible to change the crosshair color because it's used in some hacks to provide information on a target. Heck, it changes ingame if you are really close to an enemy (Red), or a friend (green). That means somewhere in the coding you could change the color whether by creating a new crosshair or by editing the color.

However, don't go off trying to do that. Modifying any of the game files is illegal and I don't want anyone to get in trouble simply because I said it most likely is possible to change the color.

i remember hearing that its possible by editing a file but PB would kick you for it.
