Depends on the girl, if your looking for something rather inexpensive then chocolate and or flowers is always good. But if you really know your girl then you wouldn't be asking, you'd know exactly what she wanted. This year I'm going to make dinner for me and my girlfriend, then you know what.
Take her out to dinner somewhere nice. Nothing over the top or too expensive, but someplace you can both dress a little fancier than usual. Girls love occasions for which they can doll themselves up.

Buy her a present (and she you a present) or other option such as a dinner well before or after the commercialist Valentines day? I'd change the question to "what is a good gift for your partner?" and you'll end up with various options cliche/obvious options such as flowers, chocolate, blingbling/shiny things or a dinner, a day trip etc. for girls and err.. nothing, useful items (hardware), dinner, a day trip for guys.
You buy give her some nice small token at any given day of the year, she buys you some.
You take her out, she takes you out. By eachother as much (or as few) items as you feel like, whatever makes you happy. I'd still avoid fathers/mothers/grandmoters/grandfathers/valentines/.../ day though for such occasions. Hell, it would be much more of a suprise to do so and therefor might be a lot more fun or even "genuine" IMHO.
