Problem with a dog
 
Okay, I live in a room built on the roof of a house and it's connected with the roof of the neighbor's house as the wall between the roofs is a bit low.

Now the owner has this dog. The owner just leaves it for nearly the whole day on the roof. It was sort of annoying earlier but now I can't help but pity the thing. Usually it just comes over and leans on the wall and starts barking at us for attention. So I can just walk over and pet it or scratch it behind the ears or whatever. But it usually wants to keep playing around so it keeps barking for attention. The barking can get on your nerves. Also I'm not sure if the owner comes to feed it or not at proper time intervals but I've only seen him come so often and that too only just to practically do nothing. I'd sneak food to the dog myself but I don't know about it's eating habits so it might get sick.

So here's the question I'm asking: what could I do to help this dog's situation?

I'd also like to share that the owner is sort of a prick who's living in his mom's basement, has no job and no actual real world abilities nor does he know how to do anything except just be jerk off and loaf around all day. That's why he buys dogs and rapes the- I mean doesn't take care of them.

I understand if some of you say to just let go and do nothing as I can't do anything in this situation but if you have any ideas, please do tell.

Your city should have an animal control department that you could contact. They primarily deal with picking up strays, but they do handle animal abuse/negligence issues as well. If you think the owner really isn't giving this dog the care it deserves, perhaps you should contact them and explain the situation.

Most dogs don't like being left alone at all. When they are young it is possible to train them to some extent, but it depends on the kind of dog how well that works. Ignoring the dog won't work, he'll just start doing crazy stuff and bark continuously.

So you could try to settle the whole thing peacefully, just talk to the owner, tell him that his dog is suffering and that he may need some training for staying alone or more activity or perhaps a pal to play around with. Perhaps you could even offer taking care of the dog while he is away.

Or you could try forcing the owner to take action, for example by filing a lawsuit due to the constant barking (depends on local law) or by going to an animal shelter and telling them that the dog is perhaps not being treated correctly.

If you think the dog is being abused (malnurished, maybe erratic or scared behaviour) you should probably go to an animal shelter anyway.

Well there are sevearl things you could do - i have been in a bit of a similar situation.

Conntact the owner. and tell him however i don't think that will go over to well since you have described him as a prick.

Contact Animal services and alert them anonimisly

Or try to ignore it best you can.

It sounds like you are home alot, you could offer to take care of the dog.
Contact animal control
Lawsuit
I would first talk to the guy about it. If he tells you to fuck off, and it seems the dog is mistreated. Go to Animal Control.
I don't know Indian laws, but that is how it would work in the US.

To be honest the first thing I'd try is talk with the owner. Offer that if you're there and he isn't you could feed the dog during his absences or something.
If you'll be civil even usually the bigger pricks won't mind.

Your from India huh...don't know what to tell you. Find out if you have any ordinances with regard to the mut. In the States, just having a dog that consistently barks is grounds for a hefty fine or removal of the animal if you reside within city limits.

Id talk to the owner first, talk to him about it. If he brushes you off, or whatever, call the local SPCA, they will check it out, and if they deem it bad, they take the animal.

This.

Simply said:
1) Try t talk/ reason with the owner
2) Contact local animal shelter or simular animal care organisation
3) Perhaps the guy is violating some law
4) If all fails, I suppose all you can do is feel sorry for the dog, give it some attention and such (wel I suppose you could offer to adopt/buy/take over the dog from the owner ).

but do what has already been mentioned, just talk to the owner and if that doesn't work, animal control
