GPS works on the principle that I can use the timing differences between the atomic clocks on a constellation of satellites, each of which is beaming a time signal down to earth, to triangulate my position. Given some basic knowledge about rf transmissions I can measure the distance I am from each of the satellites. Then I can work out where I am in relation to the satellites and given a knowledge of where the satellites are in comparison to the earth I can then work out where I am on the earth. GPS is in principle just a way of looking at street sign and comparing it to a map.

In order for someone to track you they need to stick a radio on you, they can then just follow that signal; in order to track you with a satelite that radio needs to be rather powerful and also rather bulky. Of course there's a much easier way to track you, most people take one with them when they go out. It's a mobile phone. By examining the signal between several base towers you can pinpoint someone's location very easily.
