Moderators are only assigned certain forums. -Section- was a moderator before, it's true, but she was not assigned to moderate General Yib-Yab (Off Topic) until now. Moderators don't have powers in forums they're not assigned to, i.e. before today, she would not have been able to move or close threads, or delete posts in GD, only the forums she already moderated.

Only supermods and admins have global moderation permissions.
