This might be helpful, it doesn't list all the flags of different states and provinces, but it covers the countries.

Cote d'Ivoire's flag consists of three bands: orange, white, and green. Ireland's flag consists of three bands: green, white, and orange.

Oman, the use of red in two intersecting bands really isn't so good
