To complete the analogy, if a Truck hits you at eight miles/kilometers an hour, and a bike hits you at the same speed.
The truck is not likely to stop when it hits you. Its going to have a good bit more momentum behind it. The bike may just stop.
Arnold may not have had much of a reach, or fighting technique, but he had power. A well trained fighter could take down any untrained opponent, no matter how great his muscles. However, few untrained fighters could match a body builder in one-on-one combat. Once he gets ahold of you, your done for. And he can hurt somebody, badly.
I'm not sure if I agree that someone lighter would move at the same speed, because of the very fact they're lighter. The bodybuilder would have to move more, and lose valuable speed. That's why there's been quite a few boxers who've noticed their punches were harder/snappier when they were lighter, and they lost that as they gained more muscle.
But this is all hypothetical nonsense with no foundation in actuality.

yes but remember Arnold was well known for the fact that even though he was incredibly big, he could still move with the best of them, so now hes a truck moving at 30 mph, that and with all the action movies hes done hes probably gotten some formal martial arts training, so he could through a punch.
Certainly, but now you're going beyond the point I was trying to make. Most people say "oh, I wouldn't fight him!", but that's not because they'd be careful of his potential martial arts experience -- in fact, they don't even consider it. Most people just think that because of his size, and I'm just trying to explain that size has very little to do with it, usually (note how I said 'usually').

has anyone heard the story about him breaking his leg during competition?
not sure of how true it is, but it is very popular...
back during his body building career, Arnold broke his leg on stage during a competition, he popped the bone back into placed and went ahead with the competition in extreme pain, but he stayed through the entire event

A body builder can't move as fast as a smaller opponent. However, his immense size means that he can withstand more powerful hits.
I think that 30mph might be a bit extreme.
Imagine a motorcycle and a loaded truck hitting a car at 20mph, and 5mph respectively.

you mean more like 15mph? i think that is generally fairly quick for a human, 30mph is hard on a bike

Does it really matter? I mean, yea, ok, a jujitsu master could take down Arnold pretty quick but i mean, those 200 pound weights have to have some kind of effect on his punching and thrusting power.
