I know an Officer who works in a different county than mine and he has a USP45 with a compensator. He has complained about the guns balance a few times...

See? The weapons aren't designed (as in, primary goal) to be used with a compensator, so they are balanced fine to start with, assuming the gun manufacturer knows what they are doing.

I've been looking through various Michigan laws but anytime it mentions firearms it refers only to pistols. Anyone happen to know offhand Michigan laws regarding rifles, such as if I wanted to purchase a Mosin-Nagant? ORm yabe have a link to said laws. What sort of licenses I would have to get(if I could even get one at my age), if needed, and those kinds of things.

Most states' laws are pretty good when it comes to rifles, especially when it comes to those "harmless" bolt-actions. Are you going to use it for hunting, plinking, competitive shooting?

Most likely I would just be taking it down to the range to fire off. Though this is assuming I can convince my parents to allow me to purchase one, of course. For now I'm making do with my Daisey pellet gun, which is almost as powerful as a .22 anyways.

If you want a decent .22 LR, I'd recommend a Ruger 10/22. You have many optional things you can do w/it & it's very accurate. You can find them in just about any pawn broker. They're very common & the pawn price's will be better than a gun store.
Those interested in M14's: They're very easy to build yourself. Get an Armscorp receiver & the rest are just parts that anyone can buy. I've built a few & owned a few. I'm not a big fan of that particular weapon, but it does what it's supposed to do.
You can't order direct from a foreign mfr, even if you have an FFL. You'll still need an import/export license.
