I am fairly sure that Stargate is an entirely fictional program, and that is not just because of the utterly ridiculous science used throughout, and the utter disregard for established history. It is also because we know it is fictional, because somebody wrote it from scratch fairly recently.
As for whether we could build a Stargate the same as the one used on the movie/show, no, we couldn't. The Stargate is based on technobabble, not actual science. Whether we could take control of wormholes through other means is debatable, but I can assure you that if we do indeed manage to achieve that, then it will not be anything like the way it is portrayed in Stargate.

Instructions On Building Your OWN Stargate!
The following instructions, recently de-classified from the Department of Homeland Security, accurately detail the procedure required to build your own, fully-functional Stargate.
What you will need.
Two sticks of prit-stick (paper glue)
8 card tubes (loo-roll tubing will do)
Silver Tin Foil
Crate Paper
Cardboard
Black Pen Marker
poster paint
magnatron from your microwave
Step One Take the eight tubes of cardboard and place them into a circular fassion for form the basic skeleton of your Stargate. See figure 1 and 2 below.
Use the prit-stick glue to stick the tubes together. You may prefer to use tape if you wish.
Step Two Now wrap the basic structure in crate paper. This should preferbly be white or of another light colour to allow for effective painting and decoration of your stargate.
You may wish to mold the crate paper to add detail to your stargate.
Step Three Lift your stargate off the table and stand it upright. Tape or prit-stick the structure to the cardboard. It will act as a base for the structure.
Step Four Paint your Stargate. You should use brown and silverish colours for best effect. Once you have painted your stargate, highlight the details with black marker pen.
Step Five
Take the silver tin foil and stick it using the prit-stick glue to the back of the carboard tubes, so it completely covers the entrence of your stargate. Using a pair of scissors, you should trim the excess foil off for neatness.
Step Six
Take the magnatron from an old microwave and using glue or tape, wire it to the tin foil. You may also require other components from the microwave to safely connect the magnatron to a mains outlet. It may also be wise to rig up a switch.
Step Six
Apply power to your magnatron! You will now find the tin foil waves and wobbles much like a real Stargate, and you will be able to travel through space to other worlds.

I think that's what happens on the show actually, but they put special effects over it. So... you kinda did it!

Yes. When the guy in Brazil decides not to have fish, he creates a timeline where he doesn't eat the fish. There are also timelines created where all the alternative decisions he could have made are played out, including but not limited to:
Eating the fish.
Licking the fish.
Putting the fish in his shirt.
Putting the fish in his pants.
Putting the fish up his anti-mouth.
Putting the fish in his ear.
Hitting somebody with the fish.
Hitting the fish.
And so on. And in each timeline the universe is altered dramatically according to which decision he takes. Or so the theory goes anyway. Probably.

I hate that 'every choice makes a new universe' theory.
There are way too many choices happening each second, like which words I choose to put in each sentence.
I have to make a decision about each word, how fast I type, if I read it back etc. I've made hundreds of new parallel universes with this very post....
