lag or warp?

what is the difference between "lag" and "warping" in on-line 3 d gaming? some accuse others of lagging, and others are complaining that you Warp?

prolly just something to cover up the fact that they have a 28k modem and are running HL or CS on a AMD K6-200

actually.. i have a celeron 366 mhz (nothin special) and yet i play with pings of 190-300
and i , myself. dont experience lag with the new valve netcode
