Its not really a racist joke, its just showing how a lot of arabs hate americans and vice versa.
I've noticed the "really" between "not" and "a racist" in your sentence. Making a joke with a race (whatever it is) is not the ugliest face of the racism, I do agree. But it's still a part of it.

The Iraqi Ambassador to the UN was walking down the hallway and bumped into President Bush. Hoping to break the ice with an innocuous comment, the ambassador quickly said, “Respectfully, sir.
