Oil on the plugs can come from a couple sources that I'm aware of: either through the piston rings or the valves. Based on what I've heard from others and read, bad rings are the more typical culprit. If you've got oil leaking in through the valves, the the valveguide is probably shot, and that's not the kind of thing you want to have to replace on a vehicle that needs to be reliable.
Blue smoke, in case you don't already know, is what you get when you're burning oil.
