I found this while playing around at work and it really seems to be a very nice program. It's free to download.

I'm using that program for two years now. Beats MS Paint in every way. Although I don't need Paint anyway, for resizing and cropping I use IrfanView - Official Homepage - one of the most popular viewers worldwide
