What programs can these be made on
and how do you make them i wanted to make a few slides of elisha cuthbert but i dont know how to do it
Do i need to ask,what are you doing?

There are a few, such as Gif animator. But as Kadaj said, Imageready is probably the best, producing much more high quality animation than other programs.
