heres one for a cool chrome bubble/water-splash thing
1) open new document (any size)
2) fill layer with any color
3) go Filter>Render>Lens Flare
brightness: 100%
Lens Type: 50-300mm Zoom
put it anywhere on the pic u want
4) repeat step 3 in different location
5)go Filter>Sketch>Chrome
Detail: 10
Smoothness: 10
6) go Filter>Stylize>Find Edges
7) you can color it with Hue/Saturation (ctrl+u) turn colorize on
Since i cant show u the figgen pics for some reason i have to tell u...
1.) Open Document 400x100
2.) Make a design u like
3.)pick the chrome option in filter and put the settings the way u like..
4.) then chose a color u like and theres the crome background...

Um, thanks, but there have been quite a few tutorials that have already been posted on this subject (one of mine included a part on how to do this), and if you don't mind me saying, they are a bit better than this one (lack of pics etc.). I'm sorry, and I don't mean any offense, but that's just how I feel. Sorry.
