I'm pretty sure the devs themselves don't know exactly which battle the map represents, but it's obvious that the Soviets are on the attack and gaining ground. It would make sense if this map represented a part of the major southern offensive launched in the Ukraine in late January of 1944. This same offensive would go on to ease the pressure on Leningrad and see a Soviet advance into Poland by early February.
Based on this, Soviet and German tank strength on the map seems realistic since the T-34/85 didn't actually reach the front until February-March of 1944. Also, a couple of Pz4Hs for the Germans going up against waves of T-34s is a good representation of what was going on at the time. Tiger and Panther production just wasn't enough to equip the Wehrmacht with enough superior armor on the Eastern front and it showed when the German army collapsed and was completely pushed out of the USSR in early 1944.
Also, one thing I don't get is why 1 or 2 Wespes seem to end up on every German map, even though less than 700 were produced in total.

I'd say, replace the Wespe (or 2?) with Stug3Gs on this map.
