It does on all the other forums i've ever been part of.

Also, why not? It happens that i open up my CP 2 days later and i find some rep in there, way to go for a late thank you to the giver!

Are you sure those weren't visitor messages? The other forums must have a custom plugin installed otherwise.

There is an option for rep comments. They don't appear as the notifications you're talking about.

I don't think there is a standard for "late thank you", some people just don't check it that often.

What we REALLY need to get riled up about is the Welcome screen.
