yes, like on Adak and russian maps, it's strange how you can easily swim in the water without side effects.

I think you should get 'damaged' slowly by really cold water, only on like Late-Fall and Winter maps, it will incourage people to find other ways to cross a river without losing their health. Just like it is in RL, I'm sure nobody likes to get their clothes wet and especially swim in freezing cold.
EDIT: Also, to make it seem more real, create a different sounds for losing health in the water. So it doesn't sound like you are getting shot - "ouuu", "ouch!". It would be more like - sounds of the "teeth shaking", I don't know, I can't really explain sounds in words.
EDIT#2: Maybe add a fast heart-beat, because people get nervous after something like cold water, and very fast breathing.

this is even crazier in bf2, where you CANNOT drown, no matter how long you stay in the water. that means a squad leader can just park himself in the water outside the spawn point under a dock, and hordes of his squad members can attack the flag all day long. downside is that you can fully submerge your body like you can in fh1
(to do so, look all the way down while swimming. as long as your soldier model doesnt have a backpack, all the hitboxes are underwater and thus invunlerable. saved our clan during many a clan match)

I think you should swim really slow and die, within 30 seconds to a minute of falling into winter cold water. even if you get back out of the water instantly. Because in reality, getting wet in those conditions without emmediate fresh dry clothes and shelter, is a certain death sentence.
however in warm water, i think its set to have you drown WAY to fast. there's lots of accounts of sailors lasting days in the water, eventually getting eaten by sharks, or rescued rather than drowning.
Life jackets would be cool!! so would bot sharks (or perhaps an easter egg shark vehicle??!!).. bwahahhaha

But the sailors dosent have tons of equipment on them, like the allied on the beach landings.

well not all maps are beach landing maps, actually few are.
being able to have it "kit specific" would be best really.
example:
sailors swim longest , while marines on beach-landing maps sink like rocks.
