Each and every one of them is responsible.The only one who has any kind of innocence is the one who dropped it.He could argue he was simply following orders but the people who made and ordered the bomb are responsible.There was 2 peenemunde maps already, an air attack with brits and a ground attack with russians but they got scrapped....
One problem with your map Idea, and others that are similar, is that you don't seem to understand how the V1 and V2 worked.
These were not guided missles, nor were they designed to take out specific targets, they were vengance(SP?) weapons, fired over the English Channel into England hoping to hit somewhere where they will do the most damage, making them fireable would be pointless, as their range would be beyond the map.
The best way to use them would be an attack on the launch facilities (like you suggested) but not have them launchable.
V1, V2, Maus, can' t you be creative? all the same ideas, let' s get some new ideas: a map where the allied are all dressed as the KISS and they have to find the UFO crashed in Roswell.

Well, we could have a map where we fire V3 rockets out of a big Birtha cannon from France to England, but I dont think the maps are big enough. The channel isnt the big though
If you made it an objective map where the allies were trying to destroy the V1 launch pads and the Germans fighters were defending you could add in a cool effect where the Allies also have to shoot down all the V1's or say they lose 25 casualties for every V1 that makes it off the map.
