The map is a joke and is funny as hell. It's in the same vein as the old "Shortest Books In The World" type of jokes that are as old as the hills. You know, stereotypes have at least some basis in reality or we wouldn't recognize them. The basis of much humor is to take a recognizable trait that has been displayed enough that a lot of people have noticed it, and then exaggerate it. Result - funny stuff.
The funny thing about this all jokes is that they're true. I remember the stories about my grandmother sending us toilet paper from US or diepers, or money, or anything else. The 70ties.
Fun thing is that if you see the ending, you'll see that guy again working...well, you all know where I mean if you've seen the movie. Don't wanna spoil anything:P
