Default How to smooth out a wildly varying frame rate

I've noticed, especially outdoors, the occasional stutter and unpredictable frame rates often varying anywhere between about 18-43. Is there any way to smooth this out into a more predictable average of around 30 FPS?

tweaking the ini file? It might be the view distance. ANy specific areas this happens in?

I've done both actually. I've learned that NVIDIA cards seem to have a problem with ridiculous gaps between minimum and maximum frame rate. It's just something I'll have to deal with for now. Although given my current set of more pressing hardware problems, I doubt I'll be playing Oblivion much for a while. Let me just say this much, if you overclock your hardware for Oblivion or any other game, be careful. Those warnings exist for a reason.

-LightScribe Driver
-a 250GB SATA Hard Drive with some space left
-usin bro's HDMonitor 1680x1650
-currently using a 700 watt PSU too xD
