Making a mod for Oblivion.
 

I just downloaded the Oblivion construction set and I want to make a mod.
Can you help me how to make it and with what types of mods should I start??

You should start with the simple types of mods and that is skining (well i think so) also you can do a google search for some tutorials

there isnt really a good type of mod for you to start with, firstly think about how good/in depth do you want your mod to be (ie, quest, effects, lands, buildings) or how basic (ie, walk along oh loook theres a new weapon on the floor) then from there you can start to learn the basics, http://www.elderscrolls.com/forums/i...p?showforum=24 is a great forum always help on hand

No you need other programs too like Photoshop etc...

And is it enough to have just the costruction set to make a new creature for exmple?

you don't need photoshop,thats only if you want to make really customized weapons, but i survived for a long time just making little quests to entertain myself.
just go to the official construction set wiki and it will show you some basic tutorials.
