Ah, but you CAN! Has been done many times. And i think the Jem'Haddar were able to see through the Defiant cloak in the early days. And a tachyon detection grid would sort out any cloaked ship, AND the immense power signature left by the Defiant would make it more easy to detect then other ships. Thikn O'Brien said that the only way to make the Defiant completely cloaked, as Romulan Standard i guess, was to power down everything cause the warp core in the Defiant is to powerful for so small a ship....apparently....
Ahh Yes! But like all things in Star Trek this can be fixed!!! The solution (as I see it) is quite simple).....Well.....come to think of it it's not simple....not simple at all!
However....
The best way to make it undetectable is to lock B'lanna in Engineering and tell her that it is "Not Possible". *BING* in 20 minutes, your flawless cloak is READY FOR ACTION!! And if you throw in some bloodwine, she might even be able to get the ship to fire while cloaked....
Failing that... you could always send the Harzard Team Over to the Pretor's ship in Nemisis and.....well...."borrow" there design.

Yes, well Heaven forbid that EF2 takes place AFTER Nemesis.... (does it?). And that me think B'Elana wouldnt be on the Enterprise - E. Not to mention that I wouldnt really trust her with a Romulan cloaker (Romulans lent the Federation a cloak to be used on the Defiant for use only in the Gamma Quad, but later let it be used in wartime) when she hadn't even seen a Klingon cloaker, which is ment to be the simpler of the 2 as it is old Romulan tech. As for firing whilst cloaked, the theory behind cloaks is that that it kinda makes a double shield at that, so that IF you could divert power to the weapons system and then fire, chances are it would be rebounded. Obviously there are ways around that as seen in ST:6 cause of General Chang's BoP Fired whilst it was cloaked, and the Scimitar could also fire whilst cloak, although both those projects took years of development.
Plus i dont really like Torres as an Engineer....LONG LIVE LaFORGE!

I'm not saying it's the best, but Voyager did kick a lot of Borg ass in the Delta Quadrant. I mean, in First Contact, one Borg cube was able to destroy countless ships. But when a few cubes or spheres attacked Voyager, it was a piece of cake for Janeway. It was also the only Federation ship to ever have a Quantuum slip-stream drive, even though it broke down and almost killed everyone.
Also, what was the registry number for the USS Prometheus? (NX-?????)
