WTF i am above level 50 but it wont let me use spells

Okay so certain spells you have to be above level 50 in destruction or restoration or whatever the spell calls for, but i am above 50 in the categories and i still cant use the spells, in some instances i am way above 50 almost to 75. How do i fix this?

Are you sure you have the required magicka? Some spells, especially destruction and illusion spells, require an insane amount of magicka.

it would say you dont have enough magicka for this spell, not that my level isnt high enough
