First off, click on file, then click data, then click the mod you want to modify and click set as active file. or, if you're going to change base Oblivion, double click on oblivion.esm at the top

in the Objects view window go to the left in the section listing whats in the game. there should be one called actors, double-click on that, then a new list will appear. If you want to modify creatures, like animals and daedra, click on creatures. If you want to modify npcs, like imperials and elves (pretty much every race you can choose at the beginning of the game) click on npcs, in either of those two sections, just double-click on the specific npc or creature you want to modify. also, if you double-click on either the creatures section or the npcs section, then a new list will appear of what type a creature is, or what race an npc is. for example if you're looking for redguard npcs, click on the redgaurd section, and all the redgaurd npcs will show up on the screen. this will help narrow your search, if you know what the npc's race is that you're looking for. you can narrow your search further by double-clicking on the race you want to choose and either picking female or male.

When you want to modify an npc, you can do just about anything you want, you can change their health, fatigue, magic, set their inventory, set their factions, change any of their stats like strength and endurance, change thier AI, their dialogue, and even change what they look like, and a bunch of other things. you can't change what creatures look like, though. But it's pretty easy and self-explanatory as to what each function in the Construction Set does.

the types creatures are these:

creatures (things like rats and dogs)

daedra (things like scamps and daedroths)

giant (theres only one, under giant, and thats mehrunes dagon)

horse (pretty self-explanatory)

humanoid (theres only two, spriggans, and Nath Dyer, who is some dead guy floating in a river somewhere around fort nikel i think)

undead (things like zombies and skeletons)

the races for npcs are these:

argonian

breton

dark elf

dremora

high elf

imperial

khajiit

nord

orc

redgaurd

vampires! ;.;

and wood elf

If you have Shivering Isles, there will be three additional races:

golden saint

dark seducer

and sheogorath (pretty much just puts a beard on whoever has this race)

well, that's about it.
