if i can on what settings?
Oh and do i need to have played the other Elder Scrolls games to get the story?

As for the second question (which was also answered on the official site, and here somewhere), no. Each game basically starts over. You don't need to have played the previous games to get the story, although there are a few Easter Eggs and such you wouldn't get with out having played the previous ones.
