its in .rar format download a program called WINRAR and you should be able to open it then copy and paste thm in the dawn of war main directory in a folder named BADGES if there is any banners put them in the folder named BANNERS remember not the actual winrar folder just the .tgas inside

Ohh i found out how to do it now but the pack i downloaded only has 1 badge and 1 bannter

you could always do my way and make your own but it would take some time

Try skins@hiveterra there's some pretty good custom badges there that's where I got most of my custom badges and if you want to create your own you will need a very good photo editor program like adobe photoshop..

use hangar *s website he has loads its a link of dowfiles called WH40k bades and banners and use the edit button instead of posting 3 times in a row.

GIMP - for Windows this is for windows but on the site there are ones for other OS.

Gimp works really well. on the DoW community site there is a tutorial that you can get for gimp. or just follow the links until you find it. i somehow have a printed version of it. although gimp is great for simple bnb i still havent figured out how to replicate anything that comes from photoshop<---------the best i hear! go to hanger eights webpage and there is tons of bnb. i havent seen anything better then what is hosted on that site.
