Doesn't need to. Doom came with several editors, mainly Doomradiant(aka Doomedit). To see what the level looks like in Doomedit, press f7 and f5. other then that, all you could do is compile a bsp, press f2, and load your map.

and to get to it in the game press CTRL+ALT+~ and then type in Editor
