I'm not even sure he beat C'Boath anymore, it may have been Mara Jade, but Luke DID beat vader like Galen, and did a ton of crazy stuff in the books, so I still vote for him

Sideous' clone bodies were deafeted on the odd occasion by Luke but the ratio was Sideous won.However Luke was able to challenge Sidoues the most powerful Sith of all time PERIOD.

Anyway Starkiller is again a game character, a new one at that so must be made 'the best' or who would play the game?Would you want to play as a below average Jedi with limited force powers and prrestige?No, I sure wouldn't want to anyway.
All this about potential. Think, we all have the potential to be smart yet many of don't fullfill it. Like Marek, he had the potential like Vader yet didn't reach it I find that to some extent Luke did.

Let's not forget that the resurrected Sidious was even more powerful than he was before Vader killed him and Lukes power increased considerably over the years!

Theres just no way that Marek could beat Luke in a fair fight.
Hell, Sidious didn't even have his lightsaber when he fought Marek (if the ps3/xbox360 is the canon-consoles)!

Well, this is a tough one. Luke gained a lot of power in such a short amount of time, while Starkiller gained it over a lifetime. Luke most likely surpassed Galen's strength eventually, considering that Luke was the son of the Chosen One. Like Ihaterednecks stated, Luke would murder Marek. Not ROTJ Luke, but... height power of Luke.

But Starkiller was still very powerful.

LucasArts have confirmed that many aspects of the game were added for the sake of the game. For example, there is no such thing as powering up one's lightsaber with Force Lightning and attacking people with it.

Yes most of the game mechanics are not cannon hence the GAME mechanics.
However the stroyline is cannon and most of his achievements are too.
Just not the fancy flying around crap

but yeah, some of that crap was obviously not canon, if luke skywalker had a hack and slash game, I doubt Marek would have got ANY votes at all

A present-Luke Skywalker hack-and-slash game would have been very boring. It would have been the easiest game ever!

Oh, and now that I think of it, Vader even came just short of saying that Galen was weak compared to Luke. In the cutscene before the Death Star level, Vader betrays Galen one final time (I don't feel like explaining the whole event, just play Force Unleashed). Galen says something about Vader not planning to overthrow the Emperor with Galen, and Vader said "Not with you, no." Obviously referencing to his son, Luke.

Then let's look at Empire Strikes Back. After Vader cuts Luke's hand off, Vader reveals that he is Luke's father. Vader tries to turn Luke to the Dark Side and says something along the lines of 'Join me, and together we will rule the galaxy, father and son.'

If those two moments were any indication, Vader likely knew that Luke was more powerful.
