Not just Vader. Remember, Sidious had a cadre of Emperor's Hands and Wills to do his bidding. They were Dark Jedi that hunted down the Jedi in hiding. It's basicly to keep things tidy and compartmentalised.

To be honest, unless it discusses actual gameplay or a game in general, then this doesn't really apply to so many things in a Star Wars based discussion.

Especially given that the Expanded Universe is composed of everything from cartoons and comics to games themselves, with all of them helping to form the Star Wars canon.

The downside is that it leaves the above quote in an almost ambiguous state.
