Still experiencing lag after the steam fix update

I'm stil experiencing lag after the second steam update. I still had to override the wrong default settings back to dx8 first, but my average fps remains 15 , where it usually was 35

P4 2Ghz processor
GeForce FX 5200
1265 MB DDR300 RAM
