Google is your friend. Search google for keywords such as "running a server for CS:S"
Server tools for CS:S" "Admin plugins for CS:S" and last but not least "Sounds for CS:S Servers"

BUT, you may just have those sounds in your Cstrike/sound/quake folder. If you downloaded it (most likely you did) it will be there and you can just use that sound file.
