Slow & Jerky

I've got a: 1.6 Ghz Intel chip, 384 mbs Ram, and a Xabre 400 128mb graphics card and I'm running Win ME.

Well I installed C&C: Generals and all seemed well. I started with the American missions, and they all went well untill mission 4. It's all slow and jerky, if you click on a unit it is not selected for about 3 seconds, etc. But I managed to complete it but mission 5 is the same. So I said I'd try the Chinese, mission 1 was fine but mission 2 was slow and jerky. So I tried the GLA missions but their all jerky. I tried skirmishes and some maps are fine but others are slow and jerky. It's not the amount of enemies either because some skirmish maps with 8 computer players run perfect even after building huge bases, while some maps with just 2 computers are slow and jerky. I've installed 1.4 patch and I have all settings at minimum, anyone know what might be wrong? All help greatly appreciated.

Also, I have all the latest drivers, and i have reinstalled the game several times. And it's just the certain missions that are slow, on the main menu it's fine. On the missions that work fine, like America mission 1-3 I can even go to 1024x728 and medium detail without it being jerky.

I have XP aswell but I prefered ME. But it's hardly the OS is it?

Well I'm not 100 % sure but I have seen some mighty strange things which ended up being Me's fault. Basically it is the crappiest OS for games imo....
