To Stuntin: No it isn't possible without scripting and you can't make it pick randomly for those.
To Mihail: No it wasn't because of a problem, it was because they would have been to hard for most players. Demo Generals map was about 60% covered by demo traps. Infantry General not sure about that one.
To Cammy: The commandsets for the units, were also supposed to be in generals.

Just name that for the nuke cannon, tomahawk, and inferno cannon. Also the weapon sets were never removed as they were never in the game in the first place. And also the Chem_GLAInfantryTunnelDefender was never to have a toxin field. That made them to strong vs infantry. There would have been a balance issue.
To TheMirage:The Thunderbolt was General Ironsides Microwave tank, but it's top could fold down, and it could disable buildings.
As a bonus: The Laser general was supposed to have a mechanic instead of a Medic. Also he was supposed to have a Point Deffense Drone. The drone still had a machine gun, but it also had a point deffense laser.
