Hosting a server when i go back into the game the rresh rate is wrong

My problem is when i decide to host a deicated server and the console is on my desktop. when i go back into the game it defaults to 60 htz refresh rate im on a radeon 9800 pro with the 3.8 drivers is there a away around. it only happens when i try to host a deicated server with the console on my desktop and when i reboot the game to enter my server off the list.
