It's not really a rule. At least I'm not aware of such rule. I've seen threads where people posted in other languages, but those were exceptions. There is a thread in the Spam forum started by one of the Super Moderators. It's called Cool Dutch Club. People there post mostly in Dutch language. In my opinion, it's best to stick to English. That way you'll be sure everyone will understand you.

It's really good to have the forums back, I was just becoming active here, after a couple years of semi-lurking. I was a mod over at one of the fileplanet forums for a couple/few years. You're right about the responsibility, tricorder. You have to not only watch your own conduct, but always keep in mind you and your actions represent the forums you're associated with. And there's always the worry that something nasty is going to happen on your watch, that you're going to be the weak link where all hell breaks loose. Lol, I wouldn't be a mod again if you paid me to do it. I left fileplanet because it's a hell of a lot of work with little or no benefits. That, and I didn't like how they re-did their forums, very ad-heavy. Took awhile for pages to load, even on DSL. Anyway, it's good to be back.

After fileplanet, I'm kinda liking being just another forum member. These look to be a good set of forums, good people, too.
