Default kernel32.dll stuff

Actually im having the problem with most of the new games. But as the BiA is the most 'forumable' ill have a go.
I'm getting a linked to missing export KERNEL32.DLL:getuserdefaultUIlanguage error, the setup is linked to some thingy that exist but for the install it doesnt. I dunno what's the problem, but i suspect that my aged Windows98SE is the problem. A guy says to use a compatability mode, but I think he's stupid he says that even windows 95 had that, but I dont have it on my Win98se... OR he's just so confident that everything that XP has so do the other OS.

advice? comfort?

Listen, do you hear that! ... what? You know I don't have a bloody clue what i'm dribbeling about...
