i think you should make a mod (total conversion) to make the game look like it was made out of notecards or something, like grenades would be wads of paper, and instead of explosions with fire, make it ink and pencil shavings. and for guns, make them like like they were made of paper clips, the bullest would be eraser bits, and the players and AI could be stick figures. for skinning buildings, make the "card houses" have stuff written on them. by the way, you could also make the vehicles be made of a multitude of shaved down pencils and various office supplies you can think of. thats just my idea its not too great but it would be cool.

if you are planning on making a mod i should agree with "Nice Guy" about the civilian part and how it would be fun to just pick "kits" up like wrenches and bricks and poles , stuff like that. i think it is possible just change the apearance of a kit into like a brick(is possible i think) and than just press g above it and than just have it hold 1 thing and taht is brick, a brick would be for throwing like a grenade so you would have to edit a kit with a grenade and delete all weapons exept the grenade, change look of grenade and make it to brick and like this you have a brick to throw with(you can change the effects of grenades, just to like non explosives and hurts like 20.

or you could just have a kit with a bunch of stuff in it, just have a kit on the ground with like sticks,bricks,wrench, molotov cocktail(<-? ) and let the kit look like all that stuff lieing on the ground together so if you pick it up you pick those items up.

and have alot of civilian cars available
