Specified component cannot be found in the media - - - URGGGGGGGGH !

I know this is not a new topic, Because it is all over the net. Has anyone found a fix, I have tried everything including taking the game back for a refund,
I get a eror reading "Specified component cannot be found in the media"
On a reformated drive. Win XP Pro.
