Sporadic Rendering?

I recently purchased AOEIII, and it's one hell of a game. It's awesome, a great improvement over the first two AOE games.
I have but one peeve. My game (all of it) is rendered sporadically, at irregular intervals, as opposed to being smooth.
I'm running a Pentium 4 HT 2.8 Ghz, 1024 MB RAM, ATI Radeon 9700 Pro Turbo Mobility 128 MB memory with DNA drivers (the latest version). So far, with no other game have I experienced this problem...

What exactly do you mean by sporadic rendering? You just have low FPS or something?

I mean just what I said, the game is rendered sporadically.

The units move a little, stop, and move a little more, stop, and so on; except everything is that way: the camera, the environmental effects and particles, the units, everything...

Although today it stopped when I launched the game for some reason, but then I started playing a skirmish to make sure it was for real, and for about five minutes it was fine and then it became wierd again...
